CSVDE

CSVDE (Comma-Separated Value Directory Exchange) is an efficient way to add large numbers of users to the Active Directory (AD) database. However, CSVDE is used for adding users to Active Directory, not for deleting or modifying them. 

CSVDE doesn't support passwords, so the passwords will be initially blank and the users should change their passwords when they logon for the first time. The procedure described in this document works on Windows 2000 servers.
